Vietnam has a dated statutory timetable, and it runs to 2031

Under the Law on Environmental Protection 2020 and Decree 08/2022, Vietnam set out a phased roadmap to restrict the production and import of single-use plastics, non-biodegradable plastic packaging and products containing microplastics. Hanoi has moved ahead of the national timetable for hotels and tourism. Because each milestone carves out biodegradable and eco-labelled products, the roadmap is effectively a scheduled transfer of demand from plastic disposables to compostable fibre.

  • Bagasse is a compostable plant fibre, so it belongs to the class the roadmap protects rather than the class it phases out.
  • Watch the Vietnam eco-label. As the 2028 and 2031 milestones approach, the operative question shifts from “is it plastic” to “is it eco-labelled”, and that certification is obtained in Vietnam by the importer or brand owner.
  • Vietnam is itself an emerging bagasse production base, so you are not buying from India for lack of any local option. You are buying for documented compliance, specification consistency and access to sizes local lines may not run.

The 2031 measure bans the production and import of single-use plastic products, non-biodegradable packaging and products containing microplastics, with carve-outs for eco-labelled products and goods destined for export. Bagasse is a compostable plant fibre rather than a plastic, so it sits on the compliant side. As the milestones approach, confirm the Vietnam eco-label position with your regulatory adviser, since that certification is obtained locally.
What do I need for the Decree 15 self-declaration?
The importer files a product conformity self-declaration before import, supported by a food-safety test report issued within the previous 12 months by a designated or ISO 17025 compliant laboratory, with foreign-language documents translated into Vietnamese and notarised. We supply current SGS food-safety test reports and our ISO 22000 certification so your dossier can be assembled without chasing the factory.
How long does shipping from India to Vietnam take?
