Under the Law on Environmental Protection 2020 and Decree 08/2022, Vietnam set out a phased roadmap to restrict the production and import of single-use plastics, non-biodegradable plastic packaging and products containing microplastics. Hanoi has moved ahead of the national timetable for hotels and tourism. Because each milestone carves out biodegradable and eco-labelled products, the roadmap is effectively a scheduled transfer of demand from plastic disposables to compostable fibre.

What this means if you are sourcing
- Bagasse is a compostable plant fibre, so it belongs to the class the roadmap protects rather than the class it phases out.
- Watch the Vietnam eco-label. As the 2028 and 2031 milestones approach, the operative question shifts from “is it plastic” to “is it eco-labelled”, and that certification is obtained in Vietnam by the importer or brand owner.
- Vietnam is itself an emerging bagasse production base, so you are not buying from India for lack of any local option. You are buying for documented compliance, specification consistency and access to sizes local lines may not run.
- The foodservice sector is large and growing fast, which is what makes even a single-digit share of substitution demand worth serving properly.
