Where Thailand stands on single-use plastic

Thailand has run a national Roadmap on Plastic Waste Management since 2018, and the measures that matter for foodservice have already landed. Foam food boxes, plastic straws, thin carrier bags and single-use plastic cups were targeted for phase-out by 2022, national parks enforce a strict ban with heavy fines, and a Sustainable Packaging Act has been put to cabinet with implementation planned from 2027. For a supplier, the useful reading is that the substitution market in Thailand is mature rather than new: buyers already know what bagasse is and are comparing suppliers, not comparing materials.

  • Thailand is a bagasse production hub. Gracz, operated by Biodegradable Packaging for Environment PCL, has manufactured bagasse tableware from Bangkok since 2005 and targets both the domestic and regional market.
  • Foreign capacity is relocating into Thailand. Chinese groups including Zhong Xin Ecoware and GeoTegrity have established Thai bagasse tableware factories, in part to change the origin picture on their exports.
  • That means competing on landed cost alone against a domestic producer with local cane supply is hard. Pick your battles: specific SKUs, second-source supply, private label and buyers who need an India-origin option.
  • Food-contact imports run through the Thai FDA, and licences require an entity with a business presence in Thailand, so your importer of record does the filing through the Food e-Submission system.

Where India actually wins in Thailand

Thailand grows a great deal of sugarcane and has had bagasse tableware factories for two decades. On a straight cost comparison for a high-runner SKU, a domestic Thai producer with local cane and no ocean freight starts ahead. Any Indian exporter who tells you otherwise is selling rather than advising.

The openings are real but specific. Buyers who need a second source for supply security. Buyers whose current supplier will not run their size, or will not take a private-label order at a workable volume. Traders and re-exporters for whom an India country of origin is commercially useful in its own right. And buyers who want the full ISO and SGS documentation set attached to every consignment as a matter of course.

FAQ

Thailand export questions, answered

Thailand already makes bagasse tableware. Why import from India?
Usually for one of four reasons: supply security through a genuine second source, sizes your current line does not run, private-label capacity on a workable volume, or a commercial need for an India country of origin. If none of those apply and you simply need the lowest landed cost on a single high-runner SKU, a domestic producer may well beat us and we will say so.
How long does shipping from India to Thailand take?
Chennai to Laem Chabang is typically around 10 to 14 days. From Nhava Sheva or Mundra it usually runs two to three weeks depending on transhipment. We confirm the load port, vessel and ETA on the proforma invoice.
Does bagasse tableware qualify for AIFTA preferential duty?
India to Thailand trade runs under the ASEAN India Trade in Goods Agreement and tariff reduction on the normal track is complete for Thailand. We supply the Form AI certificate of origin; your customs broker confirms the applicable rate for HS 4823.70 and the 7 percent VAT position.
What food-contact documentation do you provide?
SGS food-safety test reports on finished product, plus ISO 22000 food-safety management certification from the plant. Thai FDA filing is done by an entity with a business presence in Thailand through the Food e-Submission system, so your importer of record submits, and we supply the evidence.
Can you produce our sizes and our branding?
Yes. We run 5 inch to 12 inch plates, compartment plates, 120 ml to 360 ml bowls and 2, 3 and 5 compartment meal trays, and we produce private label with custom embossing, sizes and packaging.
Do you supply Thai buyers who re-export?
Yes, and it is one of the clearer fits for us. Re-exporters generally need a complete food-contact test file and an origin document set that will satisfy their own overseas customers, which is exactly what ships with every consignment.
What is the minimum order?
LCL trial loads and full FCL containers are both supported, and plates, bowls and trays can be mixed in one shipment.
